City Resilience Operations Platform, one screen for a multi-agency incident response

CROP stands for City Resilience Operations Platform. It is made by Primion Labs. CROP is for police, government agencies and public safety organisations that run emergency management and incident response.

What you see in the video

The video follows a simulated forest fire near Vossenack in the Hürtgen Forest, Germany. In the scenario, fire brigade, police, public works, Red Cross, farmers and a bus operator each hold part of the picture. On their own, each sees only a piece.

CROP puts the pieces together on one screen:

  • A live map with units, weather, the fire area and the evacuation area.
  • A live ticker with time-stamped entries from citizens, fire brigade, sensors, police and rescue service.
  • A planning board of available, committed and external resources.

Why a person stays in charge

CROP proposes actions. Each proposal shows a reason and a confidence figure. Nothing runs until an operator clicks Execute.

“The system proposes. A person decides. Nothing runs without that click.”

The first proposal in the video is to close the forest trails. As the fire grows, more follow: crews from Düren, and an alert to the Simmerath control room.

The confidence figure helps you weigh a proposal. It does not prove the proposal is right. You read it next to the reason, and you decide.

Letting outside helpers in safely

Crisis Access gives outside helpers, such as volunteers, contractors and farm crews, a time-limited pass into a dangerous area. The pass lapses on its own, so nobody has to remember to withdraw it. Emergency services enter on their own authority.

Helpers and residents can also use field phones that stay in sync with the console. The video does not show them.

The evacuation, with a bus at a roadblock

Late in the scenario, the front is 400 metres from the first houses. 180 residents are waiting. The route, the bus and the farm crews are already on the same map.

The proposal on screen: let the bus through the police roadblock. The operator decides.

A record of what was done

Every executed action is logged. The console keeps an audit counter, so there is a record of what was done.
